Lesley Swindley is an experienced regulatory expert with excellent analytical, strategic and financial skills and over twenty years’ experience in the communications and energy sectors. Lesley has twelve years’ experience in telecoms regulation gained whilst working at One 2 One / T-Mobile where she managed the UK Regulatory Policy team for eleven years up to 2011. Lesley has significant experience of spectrum auctions; she was a member of One 2 One’s bid team for the UK’s 3G spectrum auction and was then T-Mobile’s Project Lead for the later spectrum auctions. She has expertise in the analysis of auction designs, developing successful bidding strategies for spectrum auctions and managing spectrum auctions.
Lesley also has considerable experience in other areas of regulatory policy including spectrum policy and economic regulation. Lesley led regulatory responses and lobbying on spectrum related matters for One 2 One, T-Mobile and then Everything Everywhere from 1998 until 2011. This included matters relating to spectrum pricing, spectrum liberalisation and spectrum trading. Lesley represented One 2 One, T-Mobile and Everything Everywhere on Ofcom’s Mobile Services Committee and on T-Mobile International’s Spectrum Policy Group.
Since working with Towerhouse, Lesley has advised a bidder on auction design and strategy in the Canadian 800MHz spectrum auction. She advised on the efficiency of the proposed combinatorial clock auction design and its implications for clients and also undertook an analysis of the UK 4G auction for the bidder.
Lesley has an Executive MBA from London Business School (distinction) gained in 2002 whilst working at T-Mobile, an MSc in Operational Research from Lancaster University (distinction), 1987, and a Maths degree from Oxford University, 1986.
