Domhnall is a highly experienced telecoms lawyer and regulatory expert. Before Towerhouse he worked as a litigator before moving in house where he spent twelve years as Head of Regulatory Affairs at THUS plc. In that capacity he was responsible for government relations, licensing, regulatory compliance and data protection and for negotiating all major carrier contracts with BT and other fixed and mobile network operators. He latterly co-chaired the industry-wide next generation network MSA contract negotiations with BT.
Domhnall has chaired the Government Relations committee of the alternative carrier’s trade association, UKCTA, since 2002. He also represented the UK utility industry in relations with the Scottish Government and led a cross industry team negotiating amendments to the Transport (Scotland) Act and the Traffic Management Act. He has appeared before Parliamentary Committees to present the views of industry on draft legislation as well as the European Commission during their investigation into Project ATLAS, a public sector broadband intervention.
Since joining Towerhouse at the start of 2009 he has chaired the LLU contracts group which negotiates changes to the LLU contract with Openreach and has negotiated a range of major carrier contracts including those for the deployment of Sky’s telephony and broadband services in the Republic of Ireland. He has also represented clients in regulatory disputes both in the UK and Ireland.
Domhnall trained and qualified as a solicitor with Shepherd & Wedderburn WS in Edinburgh, qualifying in 1990. He was educated at the University of Aberdeen and Napier University Edinburgh. He sits on the Privacy Committee of the Law Society of Scotland and is a mentor on the Society’s mentoring programme.
